VoIP calls.
According to a report in the International Herald Tribune, EU antitrust authority the European Commission has sent questionnaires to phone companies about the practice.
The geopolitical body is seeking to ascertain which tools have been used to "control, manage, block, slow down or otherwise restrict or filter" Internet-based voice calls.
Business news network Bloomberg is said to have obtained a copy of the questionnaire sent out by the EC, though the document does not identify any individual companies.
Addressing the potential motivation for blocking VoIP for business calls, Gartner research director for mobile devices Carolina Milanesi said: "Mobile carriers are worried about the short-term impact and the cash cannibalisation on voice calls."
But according to Marcel Smits, the chief financial officer of KPN, such a strategy is actually counterproductive.
"These products really enlarge the market," he is quoted by the International Herald Tribune as having said. "People use Skype differently than they use their normal phone."
